Change of assembly attachment must wait passage of three assemblies

If a man wants to move his assembly attachment he is to stay where he is for three established assemblies, spring assembly, General Assembly, and autumn meeting.245

Change of assembly attachment

If a man wishes to say he is leaving an assembly group, it is lawful for him to say he is leaving at a spring assembly if he is joining the group of a chieftain who belongs to the same assembly as the other one and also if he is joining the group of a chieftain whose assembly is held within the same assembly boundary. At the General Assembly after the courts have been held it is lawful for him to say at Lögberg that he is leaving a chieftain’s assembly third, if the chieftain hears him. If the chieftain does not hear him, he is to report it to him. It is also lawful for him to tell him in person before witnesses that he is leaving. He must on the same day say that he is joining an assembly group with some other chieftain.

If an unauthorized man announces a change

If a man who has not been told to do so says that men are leaving a chieftain’s assembly group, then if they are willing to leave, that is lawful. If they are not willing, they are to tell five neighbors that they wish to keep their assembly attachment in the same place, and the other man’s penalty is a fine at the suit of each of them.246
